The Mayor and Board of Commissioners met in regular session on March 20, 2003. The following members were present: Commissioner Bid Lindsey, Commissioner Buford Goolsby, Mayor Blake Lay, Commissioner Chris Gowen, and Commissioner Robert Pulley.
With a quorum present, the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance.
A motion was made by Commissioner Gowen to approve the minutes of the March 6, 2003 meeting, with a second by Commissioner Goolsby. Motion passed.
Mayor Lay asked all citizens to remember the men and women of our armed forces in their prayers, especially during this time of war.
Mayor Lay also reported to the Commission about the ongoing training in the Lawrenceburg Fire Department to be able to deal with hazardous materials, including chemical or biological weapons from a possible terrorism attack. The department has recently been acquiring equipment through a FEMA grant and is working hard to insure that they are capable of responding to such an event either here, or at another location if requested to provide mutual aid to another jurisdiction.
Chief of Police, Terry Shay informed the Commission that this conflict has elevated the Nations Alert System to “Orange – High Risk” and therefore has impacted our law enforcement agency and other emergency services. Steps have been implemented to protect our infrastructure and fuel facilities.
Attorney Betz presented two ordinances and two resolutions for consideration.
Ordinance #962 – To amend Section 1-101 of the Lawrenceburg Municipal Code and to amend Ordinance 916 to establish the annual salary of the Mayor and Commissioners of the City of Lawrenceburg. Motion to approve on second and final reading was made by Commissioner Gowen, with a second by Commissioner Pulley. Motion passed with Commissioners Lindsey and Goolsby voting no.
Ordinance #963 – To amend Ordinance Number 789 entitled Zoning Ordinance of the City of Lawrenceburg, to allow the Gobble Properties to be rezoned from I-2 to I-1 to comply with the use of the property. Motion to approve on first reading was made by Commissioner Gowen, with a second by Commissioner Pulley. Motion passed unanimously.
A Public Hearing will be held on Ordinance #963 on April 17, 2003 at the regular session of the Commission Meeting.
Resolution # 2003-20-3A – To support the Cherokee of Lawrence County, Tennessee in becoming recognized through the State Legislature as an official tribe of the Cherokee. Motion to approve was made by Commissioner Lindsey, with a second by Commissioner Pulley. Motion passed unanimously.
Resolution # 2003-20-3B – To amend the City of Lawrenceburg’s Cafeteria Plan, pursuant to Section 125 of the Internal Revenue Code, for the purpose of adding a Flexible Spending Account and a Dependent Care Account effective April 1, 2003. Motion to approve was made by Commissioner Pulley, with a second by Commissioner Lindsey. Motion passed unanimously.
With no further business to come before the Board, a motion was made by Commissioner Gowen to adjourn; a second was made by Commissioner Pulley. Motion passed. Meeting adjourned.
