|The Mayor and Board of Commissioners met
in regular session on July 11, 2002. The following members were present:
Commissioner Robert Pulley, Commissioner Bid Lindsey, Commissioner
Buford Goolsby, Commissioner Chris Gowen and Mayor Blake Lay.
With a quorum present, the meeting was called to order.
The meeting opened with Prayer and the Pledge of Allegiance.
A motion was made by Commissioner Gowen to approve the minutes of the June 20, 2002 meeting; with a second by Commissioner Pulley, motion passed.
Mayor Lay announced a budget meeting set for July 15th at 5:30 pm for the Commissioners. He expressed his appreciation to the Beautification Board, Anne Morrow and Joe Baxter for the Liberty Day activities. Especially for the fantastic fire works show, one of the best in the country. Mayor Lay also thanked Mike Bottoms and the sponsors of the Bar-B-Q Cook-off.
Mayor Lay announced the merger of the 21st Century Council and the Lawrence County Chamber of Commerce. Economic and community development as well as industrial and retail development will be handled through the new Chamber, with Randy Brewer hired as manager.
Also, we have a new TV Station – TV13 Lawrenceburg. Granny’s Network has been sold and the new station is licensed through Lawrenceburg. This will be a 24-hour station.
Attorney Betz presented one (1) ordinance and five (5) resolutions to the Commission.
Ordinance # 955 An Ordinance to amend Title 7, chapter 2 Entitled “Fire Code”, Title 12, Chapter 1 entitled “Building Code”, Title 12, Chapter 2 entitled “Plumbing Code”, Title 12, chapter 3 entitled “Electric Code”, Title 12, chapter 4 entitled “Gas Code’, Title 12, Chapter 5 entitled “Housing Code”, Title 12, Chapter 8 entitled “Mechanical Code”, and Title 12, Chapter 9 entitled “Existing Building Codes”, and all of the Lawrenceburg Municipal code, said amendments to adopt the Standard Codes, to amend or repeal ordinances or partial ordinances in conflict herewith effective date and an Ordinance adopting the 2000 Edition of the NFPA 1 Fire Prevention Code and 2000 Edition of the Life Safety Code NFPA 101 and 101A.
Motion to approve on first reading was made by Commissioner Lindsey, with a second by Commissioner Pulley. Motion passed unanimously.
Resolution # 2002-11-7A – To approve documents pertaining to contract and specifications for the Hicks Street Storm Water Retention Ponds, Pump Station, and Force Main and authorize EnSafe to implement the bid process for construction of the project. Motion to approve was made by Commissioner Pulley, with a second by Commissioner Goolsby. Motion passed unanimously.
Resolution # 2002-11-7B – To amend Resolution #2000-16-3B, agreement between the Department of the Army and the City of Lawrenceburg, Tennessee for Shoal Creek, Lawrenceburg Tennessee Flood Damage Reduction Feasibility Study. Motion to approve was made by Commissioner Lindsey, with a second by Commissioner Gowen. Motion passed unanimously.
Resolution # 2002-11-7C – To adopt a Purchasing Policy. Motion to approve was made by Commissioner Gowen, with a second by Commissioner Goolsby. Motion passed unanimously.
Resolution # 2002-11-7D – To accept the bid of Niedergeses Lawn Maintenance & Landscaping in the amount of $14,152.00 (Fourteen Thousand One Hundred Fifty Two Dollars) and enter into a contract for the maintenance of flowerbeds located at Bobby Brewer Park and city entrance signs. Motion to approve was made by Commissioner Gowen, with a second by Commissioner Pulley. Motion passed unanimously.
Resolution # 2002-11-7E – To enter into a contract to audit accounts with the accounting firm of Kraft Brothers, Inc. for the period from July 1, 2001 to June 30, 2002. Motion to approve was made by Commissioner Lindsey, with a second by Commissioner Pulley. Motion passed unanimously.
Attorney Betz made a report on Lawrenceburg Babe Ruth teams. The 13 year olds team was undefeated through the district and sub state tournament. They will compete in the State Babe Ruth Championship Tournament this Friday in Kingsport, TN. The 14 year- olds team lost first game in district tournament, but went on to win district and sub state tournament and will compete in the championship this Friday in Lexington, TN. The 16 year olds tournament team will compete this Friday also in Brentwood, TN. The City of Lawrenceburg does a lot for Babe Ruth and we appreciate your support.
Commissioner Bid Lindsey made a motion to approve an oral resolution to commend and congratulate the Babe Ruth Program and wish the teams well in the tournaments. Commissioner Pulley seconded the motion. Motion passed unanimously.
City Administrator David Huseman introduced to the Commissioners a Projects and Calendar Sheet. He plans to have one of these at the first of each month for the Commissioners as a tool to keep them up to date on on-going projects and events they may be interested in.
With no further business to come before the meeting a motion was made by Commissioner Pulley to adjourn, with a second by Commissioner Gowen.
