Commission Meeting Minutes
City Of Lawrenceburg, Tennessee
March 7, 2002

A motion was made by Commissioner Gowen to approve the minutes of the February 21, 2002 meeting; with a second by Commissioner Goolsby, the motion passed.

Mayor Lay sends out best wishes to the LCHS Lady Cats in the State Basketball Tournament.

New employee, Mr. Kevin Bedford, was introduced to the Commission as the first fireman to be hired under the new testing procedures implemented in the Fire Department. He had to compete in a five-step process. Points were attached to each step and Mr. Bedford proved to be the most qualified.

Attorney Betz presented two ordinances and seven resolutions to the commission.

A Public Hearing was opened for comments on Rezoning Ordinance #950. With no one wishing to address the commission the Public Hearing closed. Ordinance #950 Amend Zoning Ordinance by amending Section 7.030.B, by adding a new Subsection 3 (Buildings and Structures Exempt from Site Plan Requirements. Motion to approve on second and final reading was made by Commissioner Lindsey, with a second by Commissioner Gowen. Motion passed unanimously.

Ordinance #951 To make a violation of Tennessee Code Annotated 55-12-139 a Municipal Ordinance violation. (Financial Responsibility Auto Insurance). Motion to approve on second and final reading was made by Commissioner Pulley, with a second by Commissioner Goolsby. Motion passed unanimously.

Resolution # 2002-7-3A To enter into an agreement with the State of Tennessee Department of Transportation concerning the Highway 64 By-Pass. Project # 0002-2236-4/NHE-15 (111). Motion to approve was made by Commissioner Pulley with a second by Commissioner Goolsby. Motion passed unanimously.

Resolution # 2002-7-3B To enter into an agreement with the State of Tennessee Department of Transportation concerning the Highway 64 By-pass. Project # 50002-2235-14/NHE-15 (110). Motion to approve was made by Commissioner Lindsey, with a second by Commissioner Pulley. Motion passed unanimously.

Resolution #2002-7-3C To approve Contract No. 20022135 for Project No. LP#3387,STP-M-NHE15 (12) drainage structure from US 64 to near Waterloo Street. Motion to approve was made by Commissioner Gowen, with a second by Commissioner Pulley. Motion passed unanimously.

Resolution #2002-7-3D To enter into a Mutual Aid Agreement for the provision of emergency assistance to other local governments. Motion to approve was made by Commissioner Lindsey, with a second by Commissioner Pulley. Motion passed unanimously.

Resolution #2002-7-3E To enter into Contract No. Z-02-009367-00 for Grant Agreement with the State of Tennessee Department of Military Tennessee Emergency Management Agency (TEMA). Motion to approve was made by Commissioner Gowen, with a second by Commissioner Lindsey. Motion passed.

Resolution #2002-7-3F To waive the building permit fee for Columbia State Community College expansion. Motion to approve was made by Commissioner Pulley, with a Second by Commissioner Goolsby. Motion passed unanimously

Resolution #2002-7-3G - To enter into a contract with Ensafe, Inc. for Environmental Site Assessment of Hick Street Retention Pond and North Military Railroad Retention Pond. Motion to approve was made by Commissioner Lindsey, with a second by Commissioner Gowen. Motion passed unanimously.

City Administrator David Huseman informed the Commission that we just closed on the last piece of property in the Shoal Circle area, yet to be named campground. Meetings have been held and progress is being made on the conception of a plan for the campground.

We are ready to start our paving projects. We are working with our utilities service for replacement of lines and have a high assurance that once these streets have been paved, they are not going to be torn up again, unless something unforeseen happens. We have a good two months of full work for the Street Department in paving project.

With no further business to come before the meeting a motion was made by Commissioner Pulley to adjourn, with a second by Commissioner Gowen.
