|A motion was made by
Commissioner Beard to approve the minutes of the June 21, meeting, with
a second by Commissioner Pulley the motion passed.
Mayor Lay announced the Swearing In Ceremony for newly elected Commissioner Buford Goolsby and re-elected Commissioner Bid Lindsey would be held Monday, July 2, 2001 at 9:00 a.m. in the Auditorium of the City Administration Building. Everyone is invited to attend.
Mayor Lay also announced that the city offices would be closed Wednesday, July 4, in observance of Independence Day.
Two employee retirements were announced, Mr. Tommy Chapman and Mr. Charles "Butch" Luffman. Butch was present to accept his retirement plaque for 30 years of service to the City of Lawrenceburg.
A Certificate of Appreciation plaque was presented to Commissioner Beard for his service to the City of Lawrenceburg as Commissioner.
Commissioner Beard elaborated on projects that have taken place during his tenure and stated that he was proud to have been a part of this Commission.
Safety Committee Coordinator, Joyce DiCapo and Sue Brown, Safety Committee Member and Benefits Administrator addressed the Commission on the benefits and savings in Workers Comp Insurance premiums due to the Safety Committee and the programs they have implemented and maintained in accordance with the guidelines of TML Risk Management. This year's Workers Comp Insurance premium increase will be only $5,000.00 whereas most cities our size is seeing an increase of as much as $80,000.00.
Recreation Director Beth Campbell announced the Barbeque Cook-off to be held at Rotary Park Saturday, June 30th. The Recreation Department will be hosting special events for children on that day from 10:00 a.m. until 12:00 noon. After the judging, barbeque will be served at 12:00 noon; they will have carry out plates. The Kiwanis Club sponsors this event with 10 big name cooking contestants, from several different areas. Two teams have competed nationally. Everyone is invited to come out and join in the fun and enjoy some good barbeque.
Attorney Betz had two ordinances and five resolutions for presentation:
#941 - To amend Title 17, Section 1 of the Lawrenceburg Municipal Code entitled "Refuse and Trash Disposal" and to amend Ordinance 886 to fix and establish rates to be charged and collect and removal of refuse, trash, garbage and other materials. Motion to approve on final reading was made by Commissioner Beard, with a second by Commissioner Pulley. Motion passed.
Before the reading of Ordinance #942, Mayor Lay asked for a motion to suspend the rules and allow Leland Johnson, Pastor of New Prospect Baptist Church speak. Also, Mrs. Linda Blasingim is on the agenda to speak. Motion was made by Commissioner Lindsey, with a second by Commissioner Pulley. Motion passed.
Mrs. Blasingim and Pastor Johnson made a passionate plea for the Commission not to pass Ordinance #942.
Commissioner Lindsey made a motion to table Ordinance #942. Motion died for lack of a second.
Motion to approve Ordinance #942 was made by Commissioner Beard. Commissioner Pulley asked for a short recess and left the room for a short period of time. Upon his return he explained his need for the recess and his position on the ordinance.
Commissioner Pulley made the second to approve Ordinance #942.
#942 - To amend Title 8, Section 1 of the Lawrenceburg Municipal code entitled "Alcoholic Beverages." Motion to approve on second reading was made by Commissioner Beard, with a second by Commissioner Pulley. Motion passed with Commissioner Lindsey voting no.
01-28-6A - For the Gas Department to enter into an agreement to participate in the FY 2002 Low Income Home Energy Assistance Program with South Central Human Resource Agency (SCHRA). Motion to approve was made by Commissioner Beard, with a second by Commissioner Pulley. Motion passed.
01-28-6B - To appoint Jerry Adams to the Power Board. Motion to approve was made by Commissioner Pulley, with a second by Commissioner Beard. Motion passed.
01-28-6C - For the City of Lawrenceburg to amend the Capital Improvements Budged for Fiscal Year 2000-2001 for the Gas Department. Motion to approve was made by Commissioner Beard, with a second by Commissioner Pulley. Motion passed.
01-28-6D - To enter into a Lease Agreement with the Lawrence County Board of Education for the Lawrence County High School Baseball Field. Motion to approve was made by Commissioner Beard, with a second by Commissioner Pulley. Motion passed.
01-28-6E - To adopt a continuing appropriation and budget for the fiscal year 2001-2002. Motion to approve was made by Commissioner Pulley, with a second by Commissioner Beard. Motion passed.
With no further business to come before the board a motion was made by Commissioner Beard, with a second by Commissioner Pulley to adjourn. Motion passed, meeting adjourned.
